What the heck is it for?

Anybody got a clue what it's for?
Is this a "Hi-lock" Aviation ratchet? A visitor to our website provided this description:
Hi-loks are used in aviation to replace certain rivets. Hi-loks are installed with a special ratchet with a hole in the head for an Allen wrench. The Allen wrench holds the Hi-lok while the ratchet tightens the shear nut until it breaks off leaving a collar holding the Hi-lock in place.
